Here's the pitch: You have a standard bicycle with vertical dropouts meant for having a standard derailleur (i.e. "10 speed"), and you've decided you want to scrap all that extra weight, maintenance and hassle and go single speed. Problem is, you have to tension the chain because vertical dropouts don't allow you to pull the chain tight. So this is one of the ways you can do it.
Here's how it works: It attaches to the same threaded hole that your old derailleur attached to. Spring tension from the tensioner keeps the chain tight and keeps the chain tracking on your sprocket appropriately.
